จากกลุ่มตัวอย่างจำนวน 360 ราย ในพื้นที่ 9 จังหวัด (19 อำเภอ ) คือ เชียงใหม่ ตาก นครราชสีมา หนองบัวลำภู พระนครศรีอยุธยา ตราด นครศรีธรรมราช สตูล และนครปฐม โดยวิเคราะห์ข้อมูลในเชิงพรรณนาร่วมกับการยกสถิติประกอบให้ชัดเจนขึ้น ผลการศึกษาที่น่าสนใจ ได้แก่1. ผู้สูงอายุที่ได้รับเบี้ยยังชีพในแต่ละหมู่บ้าน สามารถแบ่งออกเป็น 3 กลุ่มผู้สูงอายุที่ยากจน อายุมาก แต่ยังคงมีบุตรหลาน ดูแล และไม่ได้ถูกทอดทิ้งให้อยู่ลำพัง ครอบครัวเกื้อกูลดี อยู่ในพื้นที่ใจกลางของหมู่บ้าน ความสัมพันธ์กับกรรมการหมู่บ้าน มีความสนิทสนมกันเป็นอย่างดี เป็นกลุ่มที่ได้รับเบี้ยยังชีพมากที่สุด ผู้สูงอายุที่ยังคงอยู่กับบุตรหลาน ไม่ยากลำบาก ฐานะปานกลาง ส่วนมากจะเป็นกลุ่มญาติสนิท บิดามารดาของกรรมการหมู่บ้าน หรือ กำนัน ผู้ใหญ่บ้าน กลุ่มนี้จะได้รับเบี้ยยังชีพเป็นลำดับที่ 2ผู้สูงอายุที่ยากจน ทุกข์ยาก ไร้ญาติขาดมิตร จำนวนมากอยู่ลำพังคนเดียว หาเลี้ยงตนเอง ลูกหลานไปทำงานที่อื่น มักจะเข้าไม่ถึงบริการของรัฐ ไม่มีส่วนร่วมในกิจกรรมชุมชนมากนัก บ้านที่อยู่ห่างไกลศูนย์กลาง มีชาวบ้านที่สงสารคอยดูแลบ้าง กลุ่มนี้จะเป็นกลุ่มที่ได้รับเบี้ยยังชีพน้อยที่สุด เป็นกลุ่ม “คนชายขอบ”ในชุมชน 2. การจัดสวัสดิการเบี้ยยังชีพ มีแนวคิดและหลักการพื้นฐาน ที่เน้นชุมชนเป็นฐาน( Community – Based) ในการจัดสวัสดิการโดยชุมชน ให้แก่คนในชุมชนของตนเอง โดยต้องการกระจายอำนาจให้ชุมชนจัดการปัญหาของตนเอง แต่ในกระบวนการทำงานที่เกิดขึ้น พบว่ายังขาด กลไกการดำเนินงานในการระดมการมีส่วนร่วมจากชุมชนอย่างแท้จริง ประชาชนหรือแม้แต่ผู้สูงอายุในชุมชน ยังมิได้มีส่วนร่วมในการกำหนดประเด็นปัญหา ประเมินปัญหาของชุมชนด้วยตนเอง การจัดตั้งศูนย์สงเคราะห์ราษฎรประจำหมู่บ้าน เพื่อเป็นฐานดำเนินการพิจารณาจัดสรรเบี้ยยังชีพ เป็นการจัดตั้งในเชิงปริมาณ ขาดกระบวนการพัฒนาหรือสร้างเสริมความเข้มแข็งของศูนย์ฯ การดำเนินการในหลายพื้นที่เป็นงานฝาก ขาดการติดตามผล การประเมินปัญหาที่แท้จริง3. แนวคิดในการดำเนินงาน ยังคงเน้นการบริการในระดับรายบุคคล และเป็นการจัดให้เฉพาะกลุ่มผู้สูงอายุยากจนในรูปแบบ Residual Welfare Model เท่านั้น แต่ในการให้บริการจริงก็ยังไม่สามารถกระจายบริการให้แก่กลุ่มเป้าหมายตรงได้อย่างทั่วถึง หลักเกณฑ์การคัดเลือกผู้สูงอายุ ยังไม่ได้ถูกนำไปใช้อย่างเป็นมาตรฐานและเป็นธรรมดีพอ ขาดการพิจารณาตามหลักการให้ความช่วยเหลือทางวิชาชีพ (Means-Test)4. ผู้นำทางการจำนวนมากยังยึดติดระบบอุปถัมภ์ การให้เบี้ยยังชีพเป็นการเลือกให้ตามระบบเครือญาติ ความสนิทสนมรายบุคคล การสร้างและขยายฐานอำนาจทางการเมือง เป็นการใช้ดุลพินิจส่วนตัวอย่างไม่เหมาะสม ขณะที่ในกระบวนการสรรหา ยังขาดการตรวจสอบ ติดตามผล การสร้างจิตสำนึกสวัสดิการในหมู่กรรมการที่เป็นผู้คัดเลือก การจัดสรรทรัพยากรอย่างไม่เป็นธรรม นำไปสู่ความขัดแย้ง ในชุมชนมากกว่าการสร้างสามัคคีในชุมชน5. ปัญหาในกระบวนการเบิกจ่ายเงินเบี้ยยังชีพ ยังมีความไม่เป็นธรรมเกิดขึ้นในกระบวนการจัดการ เช่น จำนวนเงินและระยะเวลาในการโอนเงินไม่แน่นอน การถูกหักเงินเบี้ยยังชีพให้เป็นค่าพาหนะหรือค่าตอบแทนแก่ผู้นำหรือกรรมการที่ไปรับเงินมาให้ การขาดความรู้ความเข้าใจในการเปิดบัญชี ธนาคารในชื่อตนเอง จนส่งผลให้ไม่มีโอกาสตรวจสอบยอดเงินของตนเอง และไม่สามารถคุ้มครองสิทธิตนเองได้ การขาดการติดตามผล ขาดการตรวจสอบถึงความเป็นธรรมและความโปร่งใสในกระบวนการดำเนินงาน และการขาดระบบสนับสนุนด้านระบบข้อมูลข่าวสาร6. ความสามารถในการกระจายบริการและการเข้าถึงบริการของผู้สูงอายุ เน้น การขยายปริมาณผู้รับเบี้ยยังชีพ มากกว่าคำนึงถึง ผลในเชิงคุณภาพ นอกจากนี้จำนวนปริมาณที่ขยายยังเข้าไม่ถึงผู้สูงอายุยากจนที่ยากลำบากอย่างแท้จริง7. ความพึงพอใจ ผู้สูงอายุที่ได้รับเบี้ยทุกคนมีความพอใจ แม้เงินที่ได้รับจะน้อยมากจนไม่เพียงพอต่อการยังชีพที่แท้จริงได้ สำหรับผู้สูงอายุยากจนแท้จริงที่ได้รับเบี้ย รู้สึกว่าตนมีหลักประกันมากขึ้น มีเครดิตทางสังคม มีศักดิ์ศรีในตนเองมากขึ้น เงินจำนวนดังกล่าวยังสามารถตอบสนองในเรื่องค่านิยม ความเชื่อและวัฒนธรรมของตน8. ความเหมาะสมและความเป็นธรรม การจ่ายเงินส่วนนี้เป็นการจ่ายในลักษณะการสงเคราะห์แบบกระจัดกระจาย เป็นการช่วยเหลือเฉพาะหน้า แต่ขณะเดียวกันก็เป็นการใช้งบอย่างผูกพันต่อเนื่อง ไม่สามารถกำหนดเวลาชัดเจน ไม่มีหลักประกันในแผนการใช้จ่ายเงินได้อย่างแท้จริง นอกจากนี้กลุ่มเป้าหมายที่ได้รับเงินจำนวนมากมีความไม่เหมาะสมในเชิงคุณสมบัติ ทำให้โครงการนี้ยังไม่สามารถตอบในเรื่องความเป็นธรรมได้9. การมีส่วนร่วมในการดำเนินการ ขาดกระบวนการแสวงหาและระดมการมีส่วนร่วมในการดำเนินงานเกือบทุกระดับ รวมถึงขาดการเสริมสร้างจิตสำนึกสวัสดิการในหมู่บุคลากรที่เกี่ยวข้อง
