Healthy public policy and health impact assessment (HPP-HIA) Abstract A summary of the resource. สถาบันวิจัยระบบสาธารณสุข (สวรส.)ได้ริเริ่มให้การสนับสนุนแผนงานวิจัยและพัฒนานโยบายสาธารณะเพื่อสุขภาพและระบบการประเมินผลกระทบทางสุขภาพ (HPP-HIA) โดยมุ่งหวังที่จะพัฒนาให้เป็นกลไกสำคัญในการสนับสนุนการปฏิรูประบบสุขภาพและการสร้างความเข้มแข็งให้ระบบสุขภาพของชาติในอนาคต โดย สวรส. เห็นว่าช่วงสามปีแรกของการดำเนินการ (2544-2546) เป็นช่วงเวลาของการนำร่อง ทดลองความเหมาะสมและการยอมรับ HPP-HIA ในสังคมไทย และการพัฒนาศักยภาพของบุคลากรและองค์กรต่างๆ เพื่อแสวงหาแนวทางการพัฒนา HPP-HIA ที่เหมาะสมสำหรับประเทศไทย ปี 2547 นับได้ว่าเป็นช่วงเวลาที่ทุกฝ่ายที่เกี่ยวข้องได้มีโอกาสทบทวน ประเมินประสบการณ์และพิจารณาทางเลือกในการดำเนินการในอนาคต ภารกิจของทีมประเมินคือการดำเนินการ ประเมินผลแผนงานฯ แบบ empowerment evaluation เพื่อให้ทุกฝ่ายได้ร่วมประเมินสบการณ์ ความสำเร็จ ปัญหาและข้อจำกัดของแผนงานฯ ตลอดจนแนวทางการปรับปรุงแก้ไขและกำหนดทางเลือกในการพัฒนาแผนงานฯ การประเมินผลครั้งนี้จึงเป็นกระบวนการที่ให้ความสำคัญกับการแลกเปลี่ยนความคิดเห็นระหว่างฝ่ายต่างๆ ที่เกี่ยวข้อง อันจะนำไปสู่การตัดสินใจเพื่อขับเคลื่อนการดำเนินงานในทิศทางที่เหมาะสม แผนงานฯ มีแนวทางการดำเนินงาน 4 ด้าน ได้แก่ (1) การวิจัยกรอบการวิเคราะห์ HPP-HIA (2) การพัฒนากรอบโครงสร้างสถาบันที่เกี่ยวข้องกับ HPP-HIA (3) การรวบรวมกลุ่มคนที่มีศักยภาพจำนวนมากพอที่จะผลักดันการเปลี่ยนแปลง และ (4) การสร้างสภาพแวดล้อมที่เอื้อต่อการผลักดันนโยบายสาธารณะที่คำนึงถึงมิติสุขภาพ โดยมุ่งหวังให้เกิด (1) การเรียนรู้ของสังคม โดยเฉพาะอย่างยิ่งในภาคประชาสังคมและชุมชน (2) การเปลี่ยนแปลงนโยบายให้คำนึงถึงมิติทางสุขภาพมากขึ้นและ (3) การสนับสนุนการขับเคลื่อนการปฏิรูปสุขภาพแห่งชาติ แผนงานฯ ดำเนินการในลักษณะเครือข่าย มีส่วนงานสำคัญคือ เครือข่ายนโยบายต่างๆ ได้แก่ อุตสาหกรรมและพลังงาน การจัดการทรัพยากรน้ำ การเกษตรและพัฒนาขนบท การพัฒนาเมืองและการขนส่ง และโครงการยุทธศาสตร์ฐานทรัพยากรและข้อตกลงระหว่างประเทศ เครือข่ายภูมิภาค ได้แก่ ภาคเหนือ ภาคตะวันออกเฉียงเหนือ และภาคใต้ และส่วนกลาง ซึ่งรับผิดชอบบริหารจัดการทั่วไป นอกจากนั้นยังได้จัดตั้งและสนับสนุนสำนักพัฒนากระบวนการเรียนรู้นโยบายสาธารณะเพื่อสุขภาพ และโครงการบัณฑิตวิทยาลัย มหาวิทยาลัยเชียงใหม่ เพื่อพัฒนาบุคลากรด้าน HPP-HIAในช่วงปี 2546-2547 ได้เกิด “สถานการณ์ใหม่” ที่สำคัญได้แก่ สวรส. ปรับลดวงเงินสนับสนุนอย่างต่อเนื่อง และมีการกำหนดแนวทางการดำเนินงานในอนาคตของแผนงาน HPP-HIA
