Descriptive Study on Information System Practice in Public Hospitals : Concepts and Standard of Procedures for Development volume 2/6 Abstract A summary of the resource. หลักการและมาตรฐานขั้นตอนการพัฒนาระบบสารสนเทศในองค์กร เล่มที่ 2/6เอกสารรายงานเล่มที่ 2 นี้ เป็นเอกสารรายงานวิชาการ (Technical Papers) ที่พัฒนามาจากผลการวิจัยโครงการการศึกษาคุณลักษณะเชิงปฏิบัติงานของระบบงานสารสนเทศที่เหมาะสมในโรงพยาบาลสังกัดกระทรวงสาธารณสุข ระยะที่ 2 หลักการในการสร้างและพัฒนาระบบงานสารสนเทศ (Application Software Development) มีหลากหลายวิธีการและเทคนิค ในเอกสารฯเล่มนี้ จะแบ่งการวิจัยออกเป็น 4 ระดับ คือระดับเชิงกลยุทธ์ (Strategic Level)คือ การกำหนดกลยุทธ์ในระดับสูงสุดในการพัฒนาระบบงานสารสนเทศ โดยกำหนด ถึงการวางแผนและกำหนดนโยบาย การจัดการทรัพยากร การบริหารข้อมูล การพัฒนาระบบคอมพิวเตอร์ การสนับสนุน และ การติดตาม/ประเมินผลระดับการวิเคราะห์ระบบงาน (Analysis Level)คือ ระดับการวิเคราะห์เพื่อกำหนดขอบเขตของระบบงานคอมพิวเตอร์และสารสนเทศ ระดับการออกแบบระบบงาน (Design Level)คือ ระดับของการออกแบบระบบงานคอมพิวเตอร์ ซึ่งมีเทคนิคมากมายเช่นกัน อย่างเช่น Context Diagram, Data Flow Diagram, Integration Definition for Functional Modeling (IDEF), Unify Modeling Language (UML) เป็นต้นระดับการพัฒนาระบบงาน (Construction Level)คือ ระดับการพัฒนา เขียน โปรแกรมคอมพิวเตอร์ (Coding and Programming) ซึ่งในปัจจุบันระบบงานขนาดกลางถึงขนาดใหญ่ (อย่างเช่น ระดับโรงพยาบาล สังกัดกระทรวงสาธารณสุข) ควรพิจารณาใช้เครื่องมือพัฒนา (Development Tools) อย่างเช่น Fourth Generation Language, Computer-Aided Software Engineering (CASE) ซึ่งจะทำให้การพัฒนาระบบงานมีประสิทธิภาพสูงมากขึ้นหลังจากที่การพัฒนาระบบงานคอมพิวเตอร์และสารสนเทศเสร็จเรียบร้อยแล้ว และ ผู้ใช้ระบบงานคอมพิวเตอร์บันทึกข้อมูลในระดับรายการ (Transaction) ทั้งหมดแล้ว เราก็จะมีระบบฐานข้อมูลร่วมกัน (Consolidated Database หรือ ONE Logical Database) ซึ่งจะนำไปสู่การใช้งานในระดับ Management Information System (M.I.S.) และ Strategic and Decision Support System ต่อไป
