A Research Project to Lay Out Guidelines for Promotion in the Private Sector : Cases of the Four Northern Abstract A summary of the resource. รายงานการวิจัยการส่งเสริมสุขภาพในสถานที่ทำงานเอกชน : โครงการวิจัยเพื่อสร้างพื้นฐานการพัฒนาการส่งเสริมสุขภาพในที่ทำงานภาคเอกชน : กรณีศึกษาสี่จังหวัดภาคเหนือการวิจัยนี้เป็นการวิจัยเชิงสืบค้นหาความดีงาม (Appreciation Inquiry -AI) โดยมีวัตถุประสงค์เพื่อการศึกษาการดำเนินการส่งเสริมสุขภาพคนทำงาน ในสถานประกอบการ ภาคเอกชน ในพื้นที่สี่จังหวัดภาคเหนือคือ เชียงราย เชียงใหม่ ลำพูนและลำปาง โดยเจาะจงเลือกสถานที่ประกอบการที่มีข้อมูลเบื้องต้นว่ามีระบบบริการองค์การที่ดี และมีการจัดกิจกรรมเพื่อการพัฒนาบุคลากรในองค์กร ตลอดจนกิจกรรมเพื่อสุขภาพและความปลอดภัยในการทำงานให้แก่พนักงานและลูกจ้างอย่างต่อเนื่อง และนำข้อมูลที่ได้ทั้งในด้านแนวคิดของผู้บริหารและพนักงาน ทรัพยากรบุคคลและสิ่งอำนวยความสะดวก กระบวนการดำเนินการและผลลัพธ์ของการดำเนินการ เพื่อการส่งเสริมสุขภาพคนทำงานในองค์กร มาวิเคราะห์และสังเคราะห์ เพื่อสร้างรูปแบบการดำเนินงาน "ที่ทำงานส่งเสริมสุขภาพ" (Workplace Health Promotion Model)วิธีดำเนินการวิจัยแบ่งเป็น 3 ลักษณะ คือการศึกษาเอกสารเพื่อศึกษาสภาพความก้าวหน้าของการดำเนินการส่งเสริมสุขภาพในสถานที่ทำงานในปัจจุจบัน ทั้งในประเทศและต่างประเทศศึกษาการดำเนินงานเพื่อการส่งเสริมสุขภาพสำหรับคนทำงานในสถานที่ทำงานเอกชน ที่คัดเลือกไว้แล้วในพื้นที่ 4 จังหวัดภาคเหนือ ด้วยเทคนิควิจัยเชิงคุณภาพ จำนวน 41 แห่ง แยกเป็นประเภทอุตสาหกรรมการผลิต 20 แห่ง อุตสาหกรรมบริการ 21 แห่ง ในจำนวนนี้คัดเลือกไว้ 6 แห่ง เพื่อทำการศึกษาเฉพาะกรณี(Case Study) ศึกษาเชิงสำรวจ (Survey) ด้วยแบบสำรวจคุณภาพชีวิตในการทำงาน (Quality of Working Life) และปัจจัยต่างๆ ที่อาจมีผลต่อพฤติกรรมสุขภาพและภาวะสุขภาพของคนทำงาน ตลอดจนปัญหาและความต้องการบริการด้านการส่งเสริมสุขภาพของคนทำงานในสถานประกอบการเหล่านั้น ผลการวิจัยพบว่าการวิจัยเอกสารเพื่อศึกษาความก้าวหน้าของการส่งเสริมสุขภาพทั้งในประเทศและต่างประเทศ พบว่ามีการดำเนินการด้านนี้แล้วอย่างกว้างขวาง โดยเฉพาะในต่างประเทศมุ่งไปที่การปรับเปลี่ยนพฤติกรรมเสี่ยงไปสู่พฤติกรรมสุขภาพ ส่วนสถานการณ์ในประเทศไทย นโยบายด้านการดำเนินการส่งเสริมสุขภาพ พบว่ามีปรากฎอยู่บ้างในกฎหมายฉบับต่างๆ นับแต่กฎหมายรัฐธรรมนูญไปจนถึงกฎหมายอื่นๆ ที่ใช้ควบคุมมาตรฐานผลิตภัณฑ์อุตสาหกรรม แต่ยังไม่ชัดเจนนักว่าจะเป็นกฎหมายที่มุ่งเพื่อให้เกิดการส่งเสริมสุขภาพแก่คนทำงาน นอกจากนั้น พบว่ามีองค์กรบางองค์กรดำเนินการภายใต้กลยุทธ์การส่งเสริมสุขภาพตามกฎบัตรออตตาวาการศึกษาการดำเนินงานส่งเสริมสุขภาพในที่ทำงานที่ได้คัดเลือกแล้ว และการศึกษารายกรณีทั้ง 6 กรณี สรุปได้ว่า มีกระบวนการและกิจกรรมการส่งเสริมสุขภาพสำหรับคนทำงาน โดยมีจุดเริ่มต้นมาจากคนทำงานให้ความหมายของสุขภาพว่าหมายถึงการมีชีวิตความเป็นอยู่ที่ดี ไม่ได้ถือความเจ็บไข้ได้ป่วยเท่านั้น ซึ่งการให้ความหมายนี้นำไปสู่การแสดงพฤติกรรมสุขภาพโดยการออกกำลังกาย ไม่สูบบุหรี่ ไม่เที่ยวกลางคืนและดื่มสุรา ฯลฯ เจ้าของผู้ประกอบการและผู้บริหารระดับสูงขององค์กรต่างมีบทบาทในการส่งเสริมให้เกิดกระบวนการส่งเสริมสุขภาพในที่ทำงานมากขึ้น โดยเฉพาะได้แสดงแนวคิดด้านสุขภาพและคุณภาพชีวิตของคนทำงานไว้อย่างชัดเจนว่า สุขภาพของคนทำงานย่อมหมายถึงประสิทธิภาพของกระบวนการผลิตและคุณภาพของผลผลิต ประกอบกับแนวคิดด้านสุขภาพคนทำงานจากเจ้าหน้าที่ภาครัฐช่วยเป็นแรงเสริมให้เกิดกระบวนการส่งเสริมสุขภาพในที่ทำงานภาคเอกชนเหล่านี้ได้มากขึ้น ผลพวง (Impact) ของกระบวนการส่งเสริมสุขภาพในที่ทำงานคือ คนทำงานมีความเข้มแข็งด้านสุขภาพ ได้ทรัพยากรมนุษย์ที่มีคุณภาพ และชุมชนเข้มแข็งอันเนื่องมาจากสมาชิกในชุมชนมีสถานภาพทางเศรษฐกิจดีการสำรวจคุณภาพชีวิตในการทำงานและภาวะสุขภาพของคนทำงานพบว่า ส่วนใหญ่อยู่ในระดับดีทุกด้าน พฤติกรรมสุขภาพอยู่ในระดับปานกลางถึงดี คนทำงานมีความต้องการกิจกรรมส่งเสริมสุขภาพด้านการตรวจสุขภาพประจำปีมากที่สุด รองลงมาคือกิจกรรมเสริมทักษะความปลอดภัยในการทำงาน http://digital.nlt.go.th/dlib/files/original/f7cfb8e2e39543d0622e91090b9a7958.pdf f270fb3847a16f07ebcbc0f379f0f7f9 Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
