Development of Indicators for the Achievement of consumer protection on health products according to the Eighth National Socio-economic Development Plan Abstract A summary of the resource. การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อพัฒนาดัชนีชี้วัดและเครื่องมือที่ใช้ในการประเมินผลการปฏิบัติงานคุ้มครองผู้บริโภคด้านผลิตภัณฑ์สุขภาพ ตามแผนพัฒนาการเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 8 ที่มีความถูกต้องและความน่าเชื่อถือ การดำเนินงานแบ่งเป็น 2 ขั้นตอนหลัก คือ ขั้นตอนแรกเป็นการพัฒนาชุดดัชนี ขั้นตอนที่ 2 เป็นการทดสอบความถูกต้องและความน่าเชื่อถือและการทดลองนำเครื่องมือไปใช้ โดยเริ่มจากคณะทำงานพัฒนาร่างดัชนีชี้วัดเชิงทฤษฎี (theoretical indicator) จากนั้นจัดทำเป็นแบบสอบถามสอบถามความคิดเห็นและข้อเสนอแนะจากหัวหน้ากลุ่มงานคุ้มครองผู้บริโภคและเภสัชสาธารณสุข ของสำนักงานสาธารณสุขจังหวัดทั่วประเทศเกี่ยวกับร่างดัชนีชี้วัดและตัวแทนผลิตภัณฑ์ และสอบถามความคิดเห็นของผู้เกี่ยวข้องทั้งผู้บริหาร ผู้ปฏิบัติงาน ผู้ประกอบการ องค์กรเอกชนคุ้มครองผู้บริโภค และผู้บริโภค โดยการสอบถามความคิดเห็นของกลุ่มแต่ละกลุ่มแล้วนำผลมาวิเคราะห์ และนำไปเป็นปัจจัยนำเข้าในกลุ่มต่อไปตามลำดับ จนพัฒนาเป็นดัชนีชี้วัดเชิงประจักษ์ (Empirical indicator) จากนั้นสร้างเครื่องมือ คือแบบสอบถาม แล้วนำไปทดสอบต่อในขั้นตอนที่ 2 เพื่อทดสอบความถูกต้องและ ความน่าเชื่อถือ การทดสอบดำเนินการในพื้นที่ 12 อำเภอ 4 ภาคทั่วประเทศ โดยมีเจ้าหน้าที่สาธารณสุขและอาสาสมัครเป็นกลุ่มตัวอย่างหรือผู้ให้ข้อมูล หลังจากนั้น ปรับปรุงแบบสอบถาม แล้วนำไปทดลองใช้ในจังหวัดอ่างทองในกลุ่มผู้บริโภค ผลการศึกษามีดังนี้ชุดดัชนีที่สร้างขึ้นมีทั้งหมด 7 ชุด แต่ละชุดมีลักษณะเป็นดัชนีผสม (scale) ที่มีความเฉพาะเจาะจงในการวัด มีความเรียบง่าย สะดวกในการใช้และตลอดจนมีความถูกต้องและความน่าเชื่อถือ โดยมีความน่าเชื่อถืออยู่ระหว่าง 0.6784 - 0.9754 ลักษณะของเครื่องมือที่ใช้วัดคือ แบบสอบถาม แบบสำรวจ และแบบบันทึกข้อมูล ประกอบด้วยชุดดัชนีที่ใช้วัดผลการปฏิบัติงานคุ้มครองผู้บริโภค 2 ด้านคือ ด้านประสิทธิผลของการคุ้มครองผู้บริโภคด้านผลิตภัณฑ์ มีดัชนีผสม 4 ชุด คือ ดัชนีชี้วัดการรู้จักบริโภคของผู้บริโภค 11 ตัว ดัชนีชี้วัดการรู้จักพัฒนาตนเองของผู้บริโภค 8 ตัว ดัชนีชี้วัดความมีคุณภาพของผลิตภัณฑ์ 8 ตัว และดัชนีชี้วัดความถูกต้องของการกระจายผลิตภัณฑ์ 10 ตัว สำหรับด้านความเป็นธรรมที่ผู้บริโภคได้รับการคุ้มครอง มีดัชนีผสม 3 ชุด คือ ดัชนีชี้วัดความเหมาะสมของราคาผลิตภัณฑ์ 8 ตัว ดัชนีชี้วัดความเสมอภาคของการได้รับการคุ้มครอง 10 ตัว และดัชนีชี้วัดการได้รับการชดเชยเมื่อเกิดความเสียหายจากการบริโภค 3 ตัว
