Community and Agro - Chemical use Abstract A summary of the resource. การศึกษาเรื่องชุมชนกับการใช้สารเคมีในภาคการเกษตรครั้งนี้ เป็นงานศึกษาโดยใช้วิธีการสืบคืนข้อมูลจากการพูดคุยกับชาวบ้านในฐานะที่เป็นเกษตรกรที่ทำการผลิตในระดับชุมชน โดยเน้นไปที่เกษตรกรในฐานะผู้ใช้สารเคมี การศึกษาครั้งนี้เป็นการนำเสนอผ่านมุมมองของผู้ใช้สารเคมีในระบบการผลิตที่ปรากฏขึ้นในชุมชน โดยศึกษาระบบการผลิตใน 3 ลักษณะ ได้แก่ 1 ระบบการผลิตบนพื้นที่สูงของชุมชน ชาวม้งบ้านขุนกลาง อำเภอจอมทอง จังหวัดเชียงใหม่ที่อยู่ในเขตอุทยานแห่งชาติดอยอินทนนท์ 2. ระบบการผลิตพืชพาณิชย์เข้มข้นบนพื้นที่ราบ ของชุมชนบ้านปง ตำบลบ้านกาด อำเภอแม่วาง จังหวัดเชียงใหม่ และ 3. ระบบการผลิตแบบสวนผลไม้ของบ้านห้วยเม็ง อำเภอเชียงของ จังหวัดเชียงราย ข้อค้นพบจากการศึกษามีดังนี้ 1. สถานการณ์การใช้สารเคมีในภาคการเกษตรระดับชุมชน พบว่า การใช้สารเคมีในภาคการเกษตรของชุมชนหมู่บ้านอาจกล่าวได้ว่าอยู่ในขั้นวิกฤติ เนื่องจากการใช้สารเคมีอยู่ในสถานการณ์ที่ไม่สามารถควบคุมหรือกำกับดูแลได้ นอกจากนี้ พบว่านับตั้งแต่ชาวบ้านทำการผลิตเพื่อเน้นการค้า ประเภทของสารเคมีที่ชาวบ้านนำมาใช้มีความหลากหลายมากขึ้น และเพิ่มปริมาณการใช้สูงมากขึ้น ทั้งนี้เนื่องจากถูกกลไกทางตลาดบีบบังคับให้ใช้สารเคมีที่ถูกกำหนดมาตั้งแต่เบื้องต้น 2. เงื่อนไขที่ก่อให้เกิดความเปลี่ยนแปลงในระบบการผลิตแบบต่าง ๆ พบว่า การเปลี่ยนแปลงระบบการผลิตของชาวบ้าน มีเงื่อนไขอยู่อย่างน้อย 2 ปัจจัย คือ 1. การเข้าสู่การผลิต เชิงพาณิชย์แบบเข้มข้น ซึ่งถูกกำกับด้วยมาตรฐานผลผลิต ที่นำมาซึ่งการเปลี่ยนแปลงวิธีคิดและวิถีชีวิตตลอดจนระบบการผลิตของชาวบ้านอย่างถึงรากถึงโคน และ 2. นโยบายทางการเมือง เช่น นโยบายการปราบปรามฝิ่นบนที่สูงดอยอินทนนท์ และการประกาศเขตป่าอนุรักษ์ ที่ส่งผลต่อการจำกัดพื้นที่ทำกินและต้องใช้สารเคมีในการผลิต 3. ผลกระทบจากการใช้สารเคมีในภาคการเกษตรและการรับมือกับการเปลี่ยนแปลงที่ เกิดขึ้น พบว่าชาวบ้านที่ใช้สารเคมีเห็นผลกระทบและรับรู้อันตรายของสารเคมีจากประสบการณ์ตรง แต่พวกเขาปรับตัวกับการเผชิญหน้ากับสถานการณ์เหล่านี้ในทิศทางเดียวกัน กล่าวคือ ใช้สารเคมีเพี่อให้ได้ผลผลิตตาม “มาตรฐาน” ที่กำหนด อย่างไรก็ตาม ทุกพื้นที่มีทางเลือกที่นอกเหนือไปจากการใช้สารเคมี แต่เป็นเพียงการริเริ่มเท่านั้นที่ไม่ได้รับความใส่ใจ ขณะที่การส่งเสริมของภาครัฐไม่มีความต่อเนื่อง เนื่องจากงานศึกษาครั้งนี้มุ่งเน้นมุมมองจากชาวบ้านผู้ใช้สารเคมีในระดับชุมชนหมู่บ้าน จึงนำเสนอข้อเสนอแนะในระดับชุมชน ภายใต้สถานการณ์ที่การควบคุมการใช้สารเคมีในระดับ ชุมชนเกิดขึ้นโดยปราศจากการควบคุมอย่างเป็นรูปธรรม ดังนี้ 1. ในระดับฐานข้อมูล ควรจะมีการศึกษาสถานการณ์การใช้สารเคมีระดับหมู่บ้าน (Community Agro-Chemical data Base) ทั่วทั้งประเทศ เพื่อเป็นฐานข้อมูลและความรู้ของชุมชนในกรณีที่เกิดความเจ็บป่วยหรือผลกระทบต่อสิ่งแวดล้อม ซึ่งการศึกษาดังกล่าวควรมีชาวบ้าน หรือเกษตรกรได้เข้าร่วมในการศึกษานับตั้งแต่การวางแผนการศึกษาไปจนถึงการตรวจสอบข้อมูลที่ได้จากชุมชนด้วย 2. ในระดับการจัดการและดูแลการใช้สารเคมี ควรส่งเสริมให้ชาวบ้านจัดการและดูแลการใช้สารเคมีในรูปแบบที่ชุมชนเข้ามาร่วมกันในการกำหนดและควบคุมการใช้ โดยคำนึงถึงว่า แต่ละชุมชนต่างมีระบบการผลิตและวัฒนธรรมที่แตกต่างกัน 3. ในระดับการสร้างทางเลือกในการผลิต ควรได้มีการวางแผนทั้งในระดับแนวคิดและการปฏิบัติอย่างเป็นรูปธรรม ไม่ใช่เพียงแค่การแนะนำ หรือการอบรมแต่เพียงเท่านั้น ทางเลือกควรมีหลากหลายเพื่อนำไปสู่การลด ละ เลิก การใช้สารเคมี ซึ่งเป็นหนทางที่เกษตรกรจำนวนมากต้องการ http://digital.nlt.go.th/dlib/files/original/1d3613b7ce113a5f019c3101dd2fd01f.pdf 1daea9d7b54e2d1f3213bc615b320de7 Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
