Resource allocation for improving quality of life of the aged: a proposed guideline Abstract A summary of the resource. งานวิจัยนี้มีวัตถุประสงค์ที่จะศึกษาการจัดสรรงบประมาณที่รัฐให้แก่ผู้สูงอายุ เพื่อดูความสนใจของรัฐต่อการพัฒนาคุณภาพชีวิตของผู้สูงอายุ และเพื่อดูว่าถ้ารัฐต้องการจะให้ความช่วยเหลือแก่ผู้สูงอายุโดยใช้เกณฑ์รายได้ และเกณฑ์อายุเป็นหลัก จะต้องใช้ทรัพยากรเท่าใด โดยพยากรณ์รายจ่ายเพื่อผู้สูงอายุจนสิ้นสุดแผนปฎิบัติการจัดสวัสดิการและการสงเคราะห์ผู้สูงอายุในช่วงปี 2542 - 2554 จากผลการวิเคราะห์ข้อมูล พบว่าในส่วนของผู้สูงอายุที่เป็นข้าราชการเกษียณ ในปี 2540 รัฐบาลมีภาระจ่ายด้านบำเหน็จบำนาญเท่ากับ 24, 717 ล้านบาท และรายจ่ายค่ารักษาพยาบาลเท่ากับ 1, 787 ล้านบาท ทั้งสองรายการนี้รวมแล้ว ตกราวร้อยละ 3 ของรายจ่ายงบประมาณแผ่นดิน หรือ ราวร้อยละ 3. 2 ของงบรายได้จากภาษีอากรของรัฐ และจากการพยากรณ์รายจ่ายนี้ในไปจนถึงปี 2554 พบว่า รายจ่ายเพื่อผู้สูงอายุที่เกษียณในราชการคิดเป็นร้อยละ 2.24 10.85 11.97 และ 13.59 ของรายได้ประชาชาติ รายจ่ายของรัฐบาล รายได้ของรัฐบาล และรายได้จากภาษีอากร ตามลำดับสำหรับรายจ่ายที่รัฐให้ในรูปสวัสดิการผู้สูงอายุทั่วไป ที่จ่ายผ่านกระทรวงแรงงานและสวัสดิการ ค่าใช้จ่ายส่วนใหญ่ในด้านสถานสงเคราะห์คนชราและศูนย์บริการเป็นค่าใช้จ่ายในด้านบริหารจัดการ ส่วนในด้านเบี้ยยังชีพนั้น ไม่ถึงร้อยละ 50 ของผู้สูงอายุที่ยากจนทั้งหมดเท่านั้นที่ได้รับการจัดสรร ในส่วนของงบประมาณรายจ่ายด้านสาธารณสุขที่รัฐให้แก่โครงการสงเคราะห์ผู้มีรายได้น้อย และผู้ที่สังคมควรช่วยเหลือเกื้อกูล ได้จัดสรรแก่ผู้สูงอายุที่ยากจน ไม่ถึงร้อยละ 50 เมื่อพยากรณ์รายจ่ายทั้งสองส่วนรวมกันนี้ไปจนถึงปี 2554 พบว่า รายจ่ายที่รัฐจ่ายเป็นสวัสดิการเพื่อผู้สูงอายุที่ยากจนทั่วไป จะประมาณร้อยละ 0.15 0.75 0.83 และ 0.94 ของรายได้ประชาชาติ รายจ่ายของรัฐบาล รายได้ของรัฐบาล และรายได้จากภาษีอากร ตามลำดับงานวิจัยนี้ยังได้ใช้ข้อมูลจากการสำรวจผู้สูงอายุทั่วประเทศปี 2537 ของสำนักงานสถิติแห่งชาติศึกษาปัจจัยที่กำหนดรายจ่ายเพื่อการรักษาพยาบาลที่ผู้สูงอายุจ่ายเอง และได้คำนวณค่ารักษาพยาบาลเฉลี่ยของผู้สูงอายุกลุ่มรายได้ต่ำ เพื่อคำนวณภาระรายจ่ายของรัฐถ้าจะให้สวัสดิการค่ารักษาพยาบาลแก่ผู้สูงอายุที่ยากจน และเพื่อพยากรณ์รายจ่ายของรัฐ ถ้ารัฐให้ความช่วยเหลือด้านค่ารักษาพยาบาล และด้านเบี้ยยังชีพแก่ผู้สูงอายุที่ยากจนทุกคน จากการคำนวณพบว่า ในปี 2554 รายจ่ายนี้รวมกันจะตกราว 7.1 พันล้านบาท หรือคิดเป็นเพียงร้อยละ 0.1 0.5 0.56 และ 0.63 ของรายได้ประชาชาติ รายจ่ายของรัฐบาล รายได้ของรัฐบาล และรายได้จากภาษีอากรของรัฐบาล ตามลำดับ http://digital.nlt.go.th/dlib/files/original/6409140080e929a10f69726c19838ddc.pdf b25d75bab5470377b60811051edf126c Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
